Rochon was born in the Los Angeles suburb of Torrance and is the daughter of Zelma Nurse Practitioner and Samuel Staples, a business owner and graphic artist. Cerritos was her home high school. The school graduated her in 1982. She received her bachelor's degree of broadcast journalism and minors in the theater and sociology departments in the California State University Dominguez hills (CSUDH). Rochon was the keynote guest speaker at the CSUDH's College of Arts and Humanities ceremony at the beginning of 2016.

Heather created and hosts the online travel show Drive Yourself Local where she shares local stories of life in the small town while traveling across America with her 1965 Ford Mustang. Ullerup's initial role was in the role of Julia Brynn on the remake the television show Battlestar Galactica in 2006, which aired on Sci Fi Channel. In the first two seasons on Sanctuary Ullerup appeared as Ashley Magnus until the character was eliminated. The reason for her departure was a source of debate between viewers, with a majority people wanting her back in future episodes, up until the show's cancellation in the year 2012. In 2016, Ullerup was cast as Bree O'Brien in Chesapeake Shores. Ullerup was played by Maggie Thomas, Michael Thomas his estranged spouse for Asteroid: Final Impact (2005). Ullerup regularly appears in the role of Dale Travers, in the Hallmark Signed, Sealed, Delivered series of films, which began in 2016.
